Mini tool bar is used for quick formatting.
When you are working on a complex document where a lot of formatting needs to be done as and when you are typing your document, going to the ribbon every time to the formatting tools may be time consuming. You can do the formatting while typing using quick formatting options on Mini toolbar.

Dialog Box Launchers are small icons that appear in some groups in the bottom-right corner.
Clicking a Dialog Box Launcher opens a related dialog box or task pane, providing more options related to that group

|
To use mini tool bar just select the text from the document and as you move your mouse over the text, you would be able to see a faint toolbox in the top right hand corner. The toolbar is also displayed when you right-click the selected text.
